By far the largest I've seen at the Stadium,  Mané Garrincha, in Brasilia was when Brazil, played Cameroon. Despite the 71,000 plus fans that show up the lines surprisingly moved quickly. Fans from Cameroon were definitely out number by Brazilian fans.

Yes, the world cup is coming to Brazil, and there building a new stadium here in Brasilia, I think it will hold about 100,000 people. I've already met several people who are wanting to learn to speak English to be able to greet all the foreigners who will be desenting upon this wonderful city. I think that 943 days is plenty of time to learn English. At least some words.
